ANIMATED VIDEOS ON “UNDERSTANDING THE DISABILITY DISCRIMINATION ORDINANCE (DDO)”

Let's Talk ADHD is honoured to have received the trust and support of the Equal Opportunities Commission (EOC) from collaborating with RTHK Radio 1 and our social enterprise to produce an 18-episode animated short film series titled "Understanding the Disability Discrimination Ordinance."

The series explains how the Ordinance protects the public from discrimination, harassment, and defamation in the workplace. The content of these animations was based on the EOC and RTHK Radio 1's collaboration in the "Employment Equality Project" radio program. It was created with the help of Let's Talk ADHD members.

Episode1: Introduction of the Equal Opportunities Commission

Reporter Ah Gei told Ah Ping that an employee who had recovered from mental illness was teased and dismissed by his boss. The person was going to the EOC to lodge a complaint. Working on a news article on his dismissal, the two discussed the background, work and vision of the EOC.

Episode 2: Introduction of the Disability Discrimination Ordinance

The Assignment Editor received a phone call from his friend, saying he was worried that hiring a person with a previous illness would create a burden to the company. Both Ah Ping and Ah Gei believed that employers should provide employees with equal employment opportunity. They discussed the unlawful acts under the Disability Discrimination Ordinance.

Episode 3: Disability Discrimination Ordinance - Definitions of Disabilities

Ah Ping and Ah Gei attended a seminar on disability discrimination. In the seminar, the definitions of disability, types of disability, and protections under the Disability Discrimination Ordinance are discussed.

Episode 4: Disability Discrimination Ordinance: Discrimination, Harassment and Vilification

Ah Ping and Ah Gei learned that reporter Ah King had suffered from depression and was harassed by colleagues at his former company. They explained to Ah King what behaviors may constitute disability harassment and vilification, and advised him not to be silent and lodge a complaint with the EOC.

Episode 5: Disability Discrimination Ordinance - Direct Discrimination

Ah Ping saw an online news report that an employee was dismissed because of taking sick leave. In the dialogue with Ah Gei, they discussed the definitions of direct discrimination, and how the employer can provide reasonable accommodation when an employee's work is affected due to his/her disability.

Episode 6: Disability Discrimination Ordinance - Indirect Discrimination

Ah Ping mentioned that it may constitute indirect discrimination if an employer prohibited all employees from taking sick leave. Ah Gei explained the definitions of indirect discrimination and how to determine whether the conditions imposed by employers on employees are reasonable.

Episode 7: The application of the Disability Discrimination Ordinance

Ah Ping and Ah Gei discussed the scopes of application of the Disability Discrimination Ordinance in the office.

Episode 8: Managing Disability-related Workplace Absence - Absence and Sick Leave

Ah Ping was worried that Ah Gei would be dismissed for taking sick leave. The Assignment Editor pointed out that sick leave and disability are closely related. If an employee is dismissed because of taking sick leave, it may constitute disability discrimination.

Episode 9: Managing Disability-related Workplace Absence - Sick Leave Abuse

Ah Ping and Ah King discussed a case of sick leave abuse and pointed out the importance of establishing a clear company sick leave policy.

Episode 10: Managing Disability-related Workplace Absence - Grievances from Employees

Ah King and Ah Ping felt irritated because some colleagues accused Ah Gei of taking too much sick leave. The Assignment Editor pointed out that the company management had a responsibility to deal with employees’ dissatisfaction with colleagues with a disability and discrimination and harassment should not be condoned.

Episode 11: Code of Practice on Employment under the Disability Discrimination Ordinance

While Ah Ping was looking for some workplace-related references under the Disability Discrimination Ordinance, Ah Gei recommended her to make reference to the Code of Practice on Employment under the Disability Discrimination Ordinance. Ah Gei also introduced the content of the Code.

Episode 12: Managing recruitment - Genuine Occupational Qualification

Ah Ping mentioned a TV drama series she watched recently, in which an actor played the role of an athlete. She wondered whether it would constitute disability discrimination if the actor who is with a physical disability was rejected from playing the role of an athlete. Ah Gei explained to Ah Ping the concept of “genuine occupational qualification”.

Episode 13: Protection for employees with disabilities under the Disability Discrimination Ordinance - Unjustifiable Hardship

Ah Ping's friend is an employer of a small company. After dismissing an employee, he was complained of disability discrimination. Ah Gei explained under what circumstances "unjustifiable hardship" could be used as a defense for a decision of dismissal.

Episode 14: Protection for employees with disabilities under the Disability Discrimination Ordinance - Reasonable Accommodation

Ah Ping, Ah Gei and Ah King went to a restaurant for dinner. There was no ramp in the restaurant, making it difficult for Ah Gei to get in. They referred to the reasonable accommodation provided in their workplace and pointed out that other companies could adjust their facilities to facilitate employees with disabilities.

Episode 15: Everyday Difficulties Facing People with Disabilities - Barrier-free Access

Ah Ping and Ah Gei mentioned that some restaurants rejected their patronage because there was no lift. It shows that people with disabilities often encounter accessibility difficulties when going out.

Episode 16: Everyday Difficulties Facing People with Disabilities - Access to Services

Ah Ping and Ah Gei agreed to participate in an event for an interview, but Ah Gei was late. He explained that he could not open the exit door by himself and had to wait for a passer-by to open the door for him. They concurred that accessible facilities in shopping malls are very important for people with disabilities to access different services.

Episode 17: Everyday Difficulties Facing People with Disabilities - Access to Information

Ah Gei came back from an international conference and planned to write a feature article on information technology. He and Ah Ping discussed the common difficulties encountered by people with disabilities when browsing web pages.

Episode 18: Managing Disability-Related Workplace Absence - Ensuring Sensitivity of HR Staff in Handling Information about Employees’ Disabilities

Ah Ping, Ah King and Assignment Editor concurred that human resources staff should be sensitive in handling information about employees' disability when managing disability-related workplace absence.
